DENVER | The police chief in Greeley says officers had no need to rush during the standoff with a man who barricaded himself inside his parents’ home for over four days.
Chief Jerry Garner says officers hoped 30-year-old Jacob Powell would calm down and decide to leave on his own. That changed when he emerged with a rifle and binoculars on Wednesday, leading police to take steps to force him out. The standoff ended peacefully around 3 a.m. Thursday when Powell walked out and surrendered.
Garner says police used the decades-old “time, talk and tactics” approach in dealing with Powell. He said the scrutiny over recent police shootings didn’t motivate his strategy but says it’s on the minds of police chiefs as they make decisions these days.
