According to the guy who wrote the the legislation , Rector, that’s exactly what he did , when he threw out section 407 of the welform reform legislation. Obama says ‘we gave the decisions to the states’, but this legislation was written so states could not overridge the work requirement to begin with and with good reason, some states, God kows why, don’t want to demand that people learn skills and find work.
