DEAR EDITOR: Take a chill pill! Your whole story rests on people not reporting if they are a citizen and if not will not report with the census? That may or not be true.
With that, you go onto a tirade about vicious dictators? It might be easier to read if you could be a little more realistic.
Why not spend more time letting people know how important it is to comply with the census?
