The Dow Jones industrial average rose 137 points, or 0.7 percent, to 20,192 as of 3:20 p.m. Eastern Time. The Standard & Poor’s 500 index gained 15 points, or 0.7 percent, to 2,310. The Nasdaq composite index added 37 points, or 0.7 percent, to 5,720. All three indexes were trading above their latest record high closes
