Keystone Pipeline system’s operator agrees to pay a $26.9M penalty over a major Kansas oil spill

South Bow, the operator of the Keystone Pipeline, has proposed a $26.9 million civil penalty and $40 million for preventative measures to the U.S. government over a major oil spill in Kansas in December 2022 that harmed over 2,700 animals and caused extensive environmental damage.
