AURORA | Aurora lawmakers on Saturday will discuss a wide range of pending issues, including city council meeting rules, the strategic plan, a city budget overview, an Americans with Disabilities Act update for council chambers, an overview of the Aurora Navigation Campus and a Transportation Capital Impact Fee.

The topics are part of the city council’s winter workshop.

The Rules Committee Discussion will cover city council’s meeting rules, including how to call a special meeting, seating during regular meetings, adding agenda items, and the required notice when people will be absent from a meeting.

Strategic Planning Overview, which covers the city’s priorities and community impacts. As all cities have strategic plans, the City of Aurora highlights its plan as a collaborative process with the city council and staff, which also clarifies the city’s mission and priorities and helps guide our organization’s actions in achieving shared goals and objectives.

City Council members will hear a budget overview, where they will review how the city makes its money, how that money is spent, and how the budget will look over the next year and in future years.

The meeting is also slated to discuss the council chambers and provide an update on the possibility of making the meeting hall more accommodating for people with disabilities. The city information states that the costs will be just short of $1 million, and would require the chambers to close for eight months. 

There will also be a presentation on the Build Up Aurora Update, where the city has been planning capital improvements and how to prioritize and fund them. Last year, the city reported $700 million in essential capital improvement needs for projects, including road repairs and the construction or improvement of city facilities such as libraries, parks and police stations. The city currently uses pay-as-you-go, multi-year financing, grants, and partnerships to fund large-scale capital needs, according to city information.

And staff will provide an overview on the Aurora Regional Navigation Center, which includes a breakdown of spending for the campus, an operator overview, reports from the operator, such as the number of people in the facility, upcoming construction updates, partners that work with the operator and the residents inside and additional information, including operation changes made from feedback. 

There will be a discussion of a possible Transportation Capital Impact Fee, which would impose transportation fees on non-residential land uses, including the construction of non-residential facilities, the addition or expansion of a non-residential facility, and changes in intensity of use, such as converting an industrial building to retail.
